I've come up with a few rules that will accomplish what I want better than the current ones, I think.
The problem I'm trying to address here is teams keeping pro-ready players in the farm for the re-rate bonus when they're obviously good enough for the pros.
So, my idea is this:
1) Extend the waiver age to 22 from 20 (this will allow for better/safer development of project players)
2) Any player whose skill class is star or better can not be send to the minors, regardless of age, without being placed on waivers (this will force teams to keep pro-ready players in the pros, or risk losing them - some form of punishment will need to be determined at some point as this will have to be manually enforced)
3) Any player claimed on waivers can not be placed on waivers for the remainder of the season (this way, teams shouldn't have to be scared to put a guy that isn't quite pro ready yet, but has some potential, on waivers - claiming them without a pro spot open for them is a waste. to be clear, this does not mean they can't be sent to the farm. if a 20 year old ends up on waivers for some reason and gets claimed, and he isn't a star or better player, he can still go to the farm since he doesn't have to clear waivers to get there)

It sounds good to me. At this point.... I'm just excited to play. But it does make sense. After all, rules are easier to establish early on then to change them. I also like your thinking. Keeping players in the minors is a way to keep less skilled teams even less effective. This sounds like a good rule.

These rule changes will go into effect for S2. There's a chance some draft picks were made under the assumption that the old rules would be in effect and I don't want to ruin them. So for S1, the old waiver rules will go.. beginning in S2, these will be the rules.

here's the deal re: punishment
violation of a waiver rule will result in the transaction being voided (player manually assigned back to the team he belongs on) and the offending team being fined $1,000,000
a second violation in the same season will result in the transaction being voided again; the offending GM will forfeit their next owned first round draft pick (this part of the penalty will be rescinded if the GM is replaced before the draft in which the pick is forfeited), the team will be fined $2,000,000 and if it is a violation of Part 2) above, that player will be released from the team (this is not a penalty for violating Part 3) because it could then be exploited to get a free buyout)

The rule is very good. Is there a list of all the rules for the league. I will need to refresh my memory. I don't remember things, until I need to do something.
