Rules will generally be based on TJHL rules. However, there will be some modifications, mainly aimed at keeping the talent level of the league from getting out of hand and ensuring that every team can be competitive and the integrity of historical statistics.

This will be a more quickly paced league than the TJHL. I'd like to sim every day (live games will occur on selected days), or at least 6 out of 7 days a week. with a slightly shorter schedule than TJHL, we could probably end up with 5 seasons a year as opposed to 3. (edit after review with David - 6 out of 7 days a week; Thursday is the off day)

Scouting
- there will be no "perfect" scouting. purchased prospect reports will be available at a maximum of 90% accuracy.
Waivers
- you'll have to clear waivers starting at age 21.. you get two years of easy farm re-rates (19 and 20) at the most; then you'll need to find roster spots for your promising young guys. the average ones will probably clear waivers anyway. This is to promote talent distribution about the league.
GM Activity
- BE ACTIVE. You are expected to do more than just show up and log in to UHS once a week.
- your lines will be autoed by UHS if you have an injury and don't fix it in time for the next game; you won't be in any trouble unless you repeatedly fail to fix lines
- message board activity is a must.
- if possible, promptly respond or at least acknowledge that you've seen trade proposals. letting them sit there for ages without letting the other party know where you stand is annoying.
Activity Incentive
- In order to promote activity, the league will use an "activity points" reward system.
- New GMs will start with 5 AP.
- Each non-playoff sim day where your team plays a game and does not need their lines autoed, you will get 0.1 Activity Points.
- If you do need your lines autoed, you will be penalized according to the following scale:
-- 1st offense: no penalty
-- 2nd offense: 0.1 AP penalty
-- 3rd offense: 0.2 AP penalty
-- 4th offense: 0.5 AP penalty
-- 5th and subsequent offenses: 1.0 AP penalty - Each game your team plays while exceeding the league mandated salary cap, your team will be fined 0.5 AP.
- Each media article (team or league related) posted in the appropriate section of the league forums will earn AP according to the following scale:
-- min. 250 words: 0.5 AP
-- min. 500 words: 1.0 AP
-- min. 1000 words: 2.0 AP - Up to 15 Activity Points can be carried over from season to season.
- If, at any point, your AP falls below zero, you are at risk of dismissal at the COM's discretion (normally, the league will have to vote on a GM's dismissal).
What Can You Do With AP?
- At the end of the season, each 10 AP you have will earn you one entry into a draw for an extra first-round draft pick, placed at the end of round one (this pick can not be traded). AP is not spent for this draw.
- You may spend 15 AP to purchase an a supplementary draft pick, which will be placed at the end of the final round. (up to twice per season).
- You may spend 20 AP to get an additional entry into the draw for the extra first-round draft pick (up to once per season).
- You may spend 20 AP to have any player's contract reduced by 20% (up to once per contract; will not affect the contract's signed value; ie. if you sign the player to a 1.0/1 deal, you can use this to reduce it to 0.8/1, however when it comes time to re-sign the deal will still be treated as 1.0/1)
- You may spend 20 AP to add one year to the contract of any currently signed player (up to once per contract per season; will not affect the contract's signed value; ie. if you sign the player to a 1.0/1 deal, you can use this to increase it to 1.0/2, however when it comes time to re-sign the deal will still be treated as 1.0/1). This includes "will-not-negotiate" players.
- You may spend 15 AP to receive $1,000,000 cash.

- Purchased supplementary draft picks will go into a separate draft round which will take place after the 4th round. After the deadline for purchasing such picks, the order of the selections will be determined randomly.

- 40 RW, 40 LW, 40 C, 80 D and 30 G will be created randomly through UHS.. skills will be made visible and we'll draft for 25 rounds.. we will probably also add an extra 10-15 rounds to fill out farm teams (UHS only does 25, but I can use the Assign Player tool to set the rest)
Arenas / Relocation
- no relocation fee - however, you will have to build a new arena
- considerably more expensive arena seating than TJHL
- initial charge: $8000 per seat
- expansion cost: $5000 per seat
- max of 4000 seat expansion
- 23000 arena seat maximum
Contracts
- Entry Level (rookie draft) contracts: $0.600M/3
- Minimum Contract Salary: $0.300M
- Minimum Contract Years: 1
- Maximum Contract Salary: $10.000M
- Maximum Contract Years: 8
- Farm level players will be paid 33% of their salary
- If a player with a yearly salary in excess of $1.500M is sent to the minors, the team will be given a fine of 50% of the player's yearly salary (this fine will be charged a maximum of once per per player per season)
- Salary Cap: $52.000M
- A team that exceeds the salary cap will be fined by the amount they are over the cap. They will also be fined AP. If a team incurs a salary cap fine for six consecutive game days, the GM is subject to dismissal at the COM's discretion.
Restricted Free Agents
- UFA Age is 27 (any player 28 and older will be a UFA)
- RFA Compensation Chart:

Dispersal Drafts
- in the event that the BoD elect to disband a team for any reason (bankruptcy, lack of GM, team looks like it has no future, etc.) a dispersal draft of players on that team who are under contract will be conducted
- order is based on standings in reverse order
Expansion Drafts
- in order to ensure that expansion teams can remain competitive, not a ton of players will be able to be protected
any player 20 years of age or younger is automatically protected
teams may protect 12 players, with no more than 7 forwards, 4 defensemen, or 2 goaltenders being protected - if there is more than one expansion team, the order of the expansion draft will be determined randomly and the draft will snake between rounds.
Dispersal and Expansion Drafts will be conducted on the boards in the same way as the Entry Draft is expected to be conducted
Trades
- Trades may include money, draft picks, players, and future considerations.
- Trades must include at least something in one of the above categories from each team.
- Future Considerations must be specified in the "Additional Comments" section of the trade proposal; conditions must be clearly stated and must also be confirmed on the league forums. Failure to do so may result in the trade being reversed at the COM's discretion.
- If a team re-acquires a player that they had traded earlier in the season, that player will be suspended for the remainder of the current season, including playoffs.
Important League Settings Notes
- view skills will be disabled (TJHL GMs will be familiar with this; GMs will see scouting reports telling them which attributes players are rated 7+ in)
- Regular Season OT: one 10 minute OT, 4-on-4
- Playoff OT: continuous 20 minute overtimes, 5-on-5
- unlimited waiver claims / waiver losses per season (technically, 99)
- buy-outs @ 2/3 of the remaining contract value

Important Notes For GMs New to UHS:
- Re-Rates: re-rates work fairly differently in UHS. A link to how the re-rate system works will be provided.
- Goalie Fatigue: a goalie has a FA rating from 1-9; if they play more consecutive games than their FA rating, they have a chance to suffer an injury in the game
